Rick St. Germain is a principal and Vice President of Houston Engineering. As a staff member since 1984, Mr. St. Germain primarily works on water resource projects, including environmental impact statements and assessments, channel improvements, municipal storm water systems, levees, watershed planning studies, wetland restorations, water control structures, lake stabilization, and dams. Before becoming an engineer, he worked in construction. Today, that knowledge serves him well when it comes to the actual construction of projects. He has years of experience in preliminary and final design, environmental assessments, engineering reports and studies, preparation of plans and specifications, and construction management.

Mr. St. Germain has worked on numerous hydraulic analysis projects, hydrologic studies, design, construction, and repairs for watersheds in Minnesota. He is proficient with computer models such as ArcMap, Infowater (a GIS-based water distribution model), HEC-RAS and HEC-2 (water surface profile programs), HEC-1 Flood Hydrograph Package, and TR 20 hydrology programs. Mr. St. Germain has developed watershed models for several subwatersheds in Minnesota and North Dakota as part of basin flood control studies. He has also been the design engineer for many flood control channels and hydraulic structures including dams, grade stabilization, and water control facilities. Mr. St. Germain also manages the GIS work for Houston Engineering.
