Lawrence H. Woodbury, Ph.D., P.E.
CEO, Chairman of the Board
Lawrence Woodbury is CEO and Chairman of the Board of Houston Engineering, Inc. He has
served as project engineer on a variety of projects, including public works improvements,
lift stations, sewage disposal systems, pipelines, watershed planning studies, water
control structures, dam design, and flood control. Dr. Woodbury is also a registered
hydrologist and has been Project Manager on numerous water resource projects. As a
project engineer and manager, Dr. Woodbury has had experience in preliminary and final
design, environmental impact assessments, engineering reports and studies, preparation
of plans and specifications, and construction management and coordination.
Dr. Woodbury has been involved with the United States Air Force and the Air National
Guard for 35 years, giving him particular expertise in military air base engineering and
construction. While in the United States Air Force, he served on the Royal Air Force base
engineering staff in Mildenhall, England. Since 1974, Dr. Woodbury has been involved with
the Air National Guard in North Dakota at various levels, achieving the rank of Brigadier
General. The majority of his Air National Guard experience has been with the Base Civil
Engineering function. He is familiar with the requirements of the US Army Corps of Engineers®,
Environmental Protection Agency, and other state and federal agencies that have administrative
and overview responsibility affecting Air National Guard installations.
Over the years, Dr. Woodbury has developed expertise in storm water management, solid waste
management, hazardous waste management, water and wastewater treatment engineering, design of
water distribution and sewage collection systems, administration and management of construction
contracts, engineering and construction law, environmental and water law, water quality analysis
and modeling, and construction techniques. Thanks to his broad knowledge, he frequently serves
as an expert witness in various types of litigation. Dr. Woodbury also writes and speaks about
risk analysis and management.
A lifelong learner and teacher, Dr. Woodbury has been a professor at North Dakota State University,
lecturing in the area of environmental engineering, water resources engineering, and construction
management. In addition to his teaching activities, Dr. Woodbury has conducted several in-field
workshops relating to the hydraulic design of culverts and bridges, scour analysis, and culvert
installation.
Active in professional activities, Dr. Woodbury is currently completing the second of two five-year
terms, appointed by the Governor, on the North Dakota Board of Registration for Professional
Engineers and Land Surveyors. He is an active member of the American Society of Civil Engineers,
National Society of Professional Engineers, Society of American Military Engineers, American
Institute of Hydrology, National Academy of Forensic Engineers, American Water Resources Association,
American Water Works Association, and the US Committee on Irrigation and Drainage.
On the personal side, Dr. Woodbury is an active musician, playing clarinet and saxophone with
several local bands.
